S. K. Panda is an ex-bureaucrat with over 37 years of experience in implementing indirect tax laws throughout India. He retired as the Member-Special Secretary of the Central Board of Indirect Taxes and Customs (CBIC).

During his time with the Indian Revenue Service, he was involved in governance and interpretation of tax laws and procedures, including Customs, Central Excise, Service Tax, and Goods and Service Tax (GST). He was a member of the Board of CBIC from 2017 to 2019, where he made important decisions revolving around laws and procedures in Customs, Central Excise, Service Tax, and GST.

From 2008 to 2014, he joined as Commissioner (Authorized Representative) in the Central Excise, Customs & Service Tax Tribunal (CESTAT) at Delhi, where he appeared on behalf of the Department of Revenue.

He also held the post of ‘Special Director’ in the Directorate of Enforcement, New Delhi, where he was responsible for investigations and adjudications under the Foreign Exchange Management Act (FEMA) and the Prevention of Money Laundering Act (PMLA).
